Welcome to our public consultation website for a planning application for new retail floorspace at Bangor’s largest covered mall and retail park.
To ensure the plot can adapt to changing market conditions and attract the right mix of occupiers, we are seeking planning permission that would allow either a single larger retail unit or a number of smaller retail units to be delivered.
This approach provides the flexibility needed to respond to future business demand and retail habits, helping to secure investment and bring forward a development that best meets the needs of shoppers, retailers and the wider Bangor community.
While the final layout and size of units will be informed by market interest and tenant requirements, any future development would be designed to complement the existing retail offer at Lesley Bloomfield shopping centre, supporting its long-term vitality and success.
By consulting on these options, we can ensure the site remains attractive to a wide range of potential occupiers and is well placed to meet changing retail trends in the years ahead.

Pre-application Community Consultation
We are currently undertaking pre-application community consultation to understand your views on the proposal prior to the submission of a full planning application to Ards & North Down Borough Council. During this period, we will be hosting a public information event, along digital consultation methods, to ensure we accurately capture the views of those with an interest in the proposed development.

The applicant is supported by a consultancy team which includes Turley, the Planning and Communication Consultants and Hughes McMichael as the Project Architects.
About Lesley Bloomfield
Lesley Bloomfield is comprised of a covered mall with 45 retailers, six Retail Park Units and four cafe / restaurants. The centre is home to retailers including Marks & Spencer, Tesco & Next.
In 2024, Lesley Bloomfield was acquired by the Herbert Group with the ambition of investing in the centre, delivering modernised units, attracting new occupiers and supporting delivery of new jobs across the centre.
